Public transport – a key factor relating to traffic congestion - is either a vicious or virtuous circle. The worse and more expensive it becomes, the more people take to their cars, and the prices have to go up, for an empty, even slower service. The better and cheaper it becomes, fewer people will need to use their cars – public transport becomes more viable and speedier. What we need is something to mend the cycle.
How about a well-planned mega Public Transport Week in Watford, where cars are banned from the town (push-bikes still permitted?) and public transport is temporarily beefed up by extra shifts, contracting private transport companies or borrowing public transport from surrounding areas, and recouping or offsetting the cost with the resulting fares. People will then see how it could work, and, if it works well, then perhaps this could become the model for a more permanent arrangement...
